Authority for the Award.

Department Bylaws Chapter VII, Article III, Section E: This award is presented by the Department Commander to a Junior Member or Junior Associate within the Department for noteworthy accomplishments by that brother. This award may be presented to more than one brother during the year. It may be presented by the Department Commander at times other than the Department Encampment.  Camp Commanders are encouraged to notify the Department Commander of Junior Members or Junior Associates within their camp whom they feel are deserving of this award.

History of the Award.

This award was created in 2012 when Department Commander Roy A. Lafferty issued Department Order 10 (2011-2012), dated April 23, 2012, as the “John Clem Award for Accomplishments by Junior Members and Junior Associates.” 

This order was followed by Department Order 11 (Series 2011-2012) dated April 28, 2012, which announced the recipients of the Department award presented at the Sixteenth Department Encampment on April 28, 2012, including the “John Clem Award.” 

The John Clem Award for Accomplishments by Junior Members and Junior Associates was added to the Department of Kansas Bylaws as a permanent award by the Seventeenth Department of Kansas Encampment on January 12, 2013.

While Commander-in-Chief, Perley E. Mellor attended the encampment the 2013 Department of Kansas where the Encampment amended the Bylaws to add the John Clem Award as a permanent award.  This Bylaws amendment was then approved by CinC Mellor on March 19, 2013.  At the 2013 National Encampment, CinC Mellor subsequently announced a new National award called the John C. Clem Award for Most Outstanding Junior.

This award is named in honor of John C. Clem, who joined as the mascot and unofficial drummer boy with the Twenty-Second Michigan Infantry.  After the Civil War, John Clem rejoined the army in 1870, eventually rising to the rank of Major General.
