Department Bylaws Chapter VII, Article III, Section C: This award may be presented by the Department Commander to the brother who has performed significant service to the Department of Kansas or the organization over an extended period of time. The Department Commander may seek recommendations from Camp Commanders, Department Officers, Past Department Commanders, and others.
This award is neither required nor expected to be awarded each year.
History of the Award.
This award was created by Department Commander Kenneth R. Spurgeon and was first awarded at the 2004 Department Encampment. The award was subsequently given out in 2006, 2007, and 2008, before becoming a permanent award of the Department.
The award was made a permanent award of the Department by the Thirteenth Annual Department Encampment in 2008.
Lieutenant Leander Stillwell served with Company D, 61st Illinois Infantry from January 7, 1862, until his discharge on September 8, 1865. He was a member of General G. K. Warren Post No. 114, Department of Kansas, Grand Army of the Republic, located at Osage Mission in Neosho county. By occupation, he was a lawyer, and later a judge. He was born September 16, 1843, in Jersey County, Illinois, and died on August 10, 1934, at the age of 90 at his home in Erie, Kansas.
